PWD DEPARTMENT (ROAD)

Rs. 2 cores sanctioned by Government in the first phase for repairing and reconstruction of roads.

From the above amount of head Rs. 1.50 cores sanctioned for construction of road from Gohpur PWD Bungalow connecting Dhenudhara to Hawajan measuring from 2 k.ms to 10 k.ms out of 23.1 k.ms. The stretch has reached final stage of completion.
Sanctioned 15 lacs for construction of Martyr Mukunda Kakati road located at Ghahigoan. It has been completed already.
Sanctioned about Rs. 35 lacs for the construction of road beginning from Mornoiguri of Kalabari thus connecting Gagolgaon to Sukura. The stretch has reached final stage of completion.

CONSTRUCTION AND DEVELOPEMENT OF UNDERMENTIONED ROADS AND CULVERTS OF THE P.W.D DEPARTMENT IN EXPENSE OF RS. 4 CORES ON OCCAISION OF 86TH CENTRAL ANUAL CONFERENCE of SHREE MANTA SANKARDEV SANGHA.

Solengli , Rojabari , Sonapur roads were constructed along with a box type culvert.
A temporary subway had been constructed from the NH 15 to the main area of the conference.
Repairing of 4 k.ms road has been under construction from 15 no. National Highway to Amdoiguri (Dubia Railway Station).
Repairing of 4 k.ms road is in progress from Brahmajan to Dalhousie.
Repairing of Hawajan road length 11 k.ms to 23.6 k.ms from the P.W.D Bungalow of Gohpur.
Partial repairing of first 5 k.ms road has been completed from N.H. 15 (Kokila) to Thaichengbari .
Construction of connecting road 2no. Naharani to Simoluguri.
Construction of connecting road from the Gopalpur road to Tingalibori.
Construction of road of N.H.15 connecting Kamalapathar to Ververi Michinggaon that has been disconnected since independence and has been connected by the construction of a wooden bridge.

PWD DEPARTMENT (BUILDING)

Repaired and reconstructed three PWD bungalows respectively Hawajan , Kalabari, Rangial which was in a totally depleted and damaged condition. The cost of repairment was about 70 lacks.
The construction of a Circuit House is in progress near Office of the Sub-divisional officer of the Gohpur town.
Sanctioned 2 cores for a construction of Sub-treasury.
Sanctioned 1 core for a construction of a residential quarter of Gohpur Sub-division Judicial Court.
Sanctioned a construction of a building of Gohpur Sub-divisional Judicial court whose estimated expenditure is 5 cores.
Sanctioned 45 lacs for construction of a residential building of Assistant Deputy Commissioner which is in progress.
Laid foundation stone of an auditorium costing of 1 core by hon’ble Chief Minister in memory of Beeringana Kanaklata Baruah at Jyoti Udyan adjacent to the road leading to the Bholaguri Tea garden.
The first Assamese flim “Joymati” was produced at “Jyoti Chitraban” of Bholaguri. The condition of the studio was so pathetic that earlier no Government had paid attention on it. Hon’ble Chief Minister sanctioned 20 lacs last year at “Silpi Divas” on 17th January, 2016 for the first phase for the preservation of the Studio. The work is in progress.
Gohpur Police station records a bright history during the Quit India Movement on September 20th in 1942 where freedom fighters like Kankalata Baruah and Mukunda Kakati heroically attempted to hoist National Flag ousting the British Flag and scarified their lives by the British firing as well as Rampoti Rajkhowa who hoisted the national flag in the premise of the Gohpur police station. For the preservation of the historical Gohpur police station and the memories of these freedom fighters Rs. 20 lacs has found sanctioned from the untied fund.

DEPARTMENT OF WELFARE OF PLAIN TRIBES AND BACKWRAD CLASSES

Sanctioned during 2013-14 under the schemes of ITDP costing Rs. 81 lacs for 17 schemes not utilized during the previous Govt. in Gohpur constituency has been undertaken to reutilize.

Filling up of sand-gravel in the connecting road starting from Alupara Centre to Bikrampur road.
Filling up of sand-gravel in the connecting road starting from Purbajyoti Nigam to Gopcharguri road.
Filling up of sand-gravel in the connecting road starting from Alupara Daimal to Kokila road.
Repairing and colouring of Brahmapur Temple.
Repairing of the Community Hall of Anchalik Brahama Mandir.
Filling up of sand-gravel in the connecting road starting from Aouguri of Bikrampur to Dubia Dofalagaon road.
Filling up of sand-gravel and soli in the connecting road starting from Rangajan to Sonapur (E&T) road.
Filling up of sand-gravel costing of Rs.4 lacs in the connecting road starting from Kokila to Daimalu road.
Constructing of the boundary walls of the office of Subdivision that would cost Rs. 15 lacs and starting of construction of Misamari Panchayat road as well as hume- piped culvert.
Chaiduar Mahavidyalaya is the only higher institution in the Gohpur subdivision and Rs. 50 lacs is sanctioned for construction of Boy’s Hostel.
Rs.10 lacs has been sanctioned for the construction of class rooms of Alupara M.E school.
For the extension of Sub-Health Centre of Alupara Rs.10 lacs has been sanctioned.
For the construction of building of 4 no. Balijana L.P. School Rs. 10 lacs has been sanctioned.
For the reconstruction of Sub-Health centre of Bengbill Rs. 10 lacs has been sanctioned.
Sanctioned Rs. 1 crore 25 lacs for the development of Tribal populated areas of Gohpur Constituency.

PRADHAN MANTRI GRAM SADAK YOJONA

Under the beneficiary scheme of Pradhan Mantri Gram Sadak Yojona; the following roads are sanctioned for pitching. Work is in progress for the villagers living in the rural areas in Gohpur constituency.

Length 2.47 K.M. roads along with 4 nos. culverts is in progress for pitching from Gohpur to Gohpur Tea Garden.
Length 3.675 K.M. roads along with 5 nos. culverts is in progress for pitching from Gohpur to Bhogpur.
Measuring 2.26 K.M. roads along with 3 nos. culverts of Sarikhelia –Ghimrujan road is in progress for pitching.
Length 1.111 K.M. road is in progress for pitching from Gomiri Centre to Bebejia.
Length 0.807 K.M. road is in progress for pitching from Baratguri to Purani Buroi Ghat.
Length 8.064 K.M. road along with 9 culverts is in progress for pitching from West Tokubari to Purani Geraj.
Length 8.612 K.M. road along with 1 culvert of Magoni- Paken road is in progress for pitching.
Length 1.520 K.M. roads along with 2 culverts is in progress for pitching from Gohpur to Purubari Tea Estate.
Length 2.787 K.M. roads along with 3 culverts is in progress for pitching from Jalukbari to Itapara.
Length 3.675 K.M. roads along with 5 culverts is in progress for pitching from Gopalpur to Baganbari.
Length 8.675 K.M. roads along with 7 culverts is in progress for pitching from Mornoiguri Kolmouguri .
Measuring 5.176 k.m. road along with 7 culverts processed for pitching from Rojabari to Saraibari.
Length 1.323 k.m. along with 2 culverts is in progress for pitching from 15 no. National High way to Bamungaon via Kolabari College Connecting road.
Length 2.437 k.m. road with 5 culverts is in progress for pitching from 15 no. National High way to Nayaghgora Tea Garden.
Length 3.27 k.m. road with 4 culverts is in progress for pitching from Santipur to Bishnupur.
Length 3.839 k.m. road with 6 culverts is in progress for pitching from Ghogorbasti to Nalbari via sonapur connecting road.
The link road from 15 no. National Highway to Bholaguri Tea garden has been started and is in progress.
The link road from Tihulabari of kolabari to Tatidubi has been constructed.

N.B. : Total 24 nos. of concrete Bridges have been undertaken for construction in place of the already existed wooden bridges of the above mentioned roads for the permanent solution of communication problem of the common public. Besides, the wooden bridge linked to Dhandi has been already converted to a concrete bridge.

HEALTH DEPARTMENT

Construction of X –Ray Building and installing of X-Ray Machine to the Civil Hospital of Gohpur Sub-division and likewise free of cost Govt. service to the public.
Fitting tiles and re -modifying the floors of the external departments along with the wards of patients both male and female of the said Hospital.
Inaugurated two Air-Conditioned cabins constructed by the donated money of the local businessman Mr. Dipak Agarawala and Dr. Ranjit Kari and from the surplus money of the Gohpur festival. This is inaugurated by our hon’ble M.P.
Modernized as well as reconstructed the Medicine Store of the said Hospital to keep the medicines scientifically protected.
Being as a chairperson of the construction committee; the Sub-Health Centre of the Burighat has been newly constructed after the deconstruction occurred to the extension of Four Lane National Highway.
In total 15 lacs from the head of the Chief Minister Aid Fund donated to 35 Cancer and Heart patients for their health treatment belonging to Gohpur Constituency.

EDUCATION DEPARTMENT

The Untied Fund provided by the hon’ble Finance Minister of Assam Govt. and from this head Rs. 50 lacs has been utilised for the construction of classrooms of Sankardev Sishu Niketan respectively Hawajan, Dakhin Kalabari , Kokila, Gomiri, and Kalabari Higher Secondary School providing each one Rs. 10 lacs and thus construction is in progress.
Distribution of mid-day meal has been neatly done to all Govt. Lower, Higher, and Middle Schools; Middle English and Higher English School in total figuring 463 schools along with 116 nos. Non-Provincialised Non-Government Lower and Higher Elementary Schools under Gohpur Constituency.
Timely distributed scholarship remuneration of special Scholarship Test of hon’ble Chief Minister among the presence of students, teachers, guardians and officials of the Education department organising meeting.

TEA AND EX-TEA TRIBE COMMUNITY DEVELOPMENT DEPARTMENT

Students who live below poverty level in the area of tea tribal community and such 360 students each one has been given a bicycle along with water filter to 1000 beneficiaries for pure drinking water.
Mobile Medical Service from Government has been arranged to provide free health treatment in the tea garden of Bholaguri and Purupabari.

PUBLIC HEALTH ENGINEERING DEPARTMENT

New water supply scheme has been set up throughout Pipe Water Supply Scheme at Pachim Jorabari.
New scheme for pure drinking water and its proposal has been submitted to the areas such as Kongbo Gaon, Kheronibari, Balijan N.C., Kothalnibari and Bakoridoloni.
New proposal for pure drinking water to the Tea Gardens such as Helen, Nirmala, 1 no. Dophalagor, Buroi Bagan, Buroi Tea Garden Bagbasti under the scheme of tea garden water supply.
Measure also taken for reconstruction of water supply system belonging to New Purubari and Bholaguri Tea Garden.
Two totally damaged water supply systems of Rongajan Dophala and Magonipam (PWSS) has been decided for re-functioning after necessary measure.
Proposal submitted for reconstruction of some damaged water supply systems to Dophalagor, Rojabari, Nalinibari Brahamajan, Pisala Koibartra and Deurichuk.
Spot pure water supply system has been undertaken to 22 nos. schools.
2488 nos. free toilet given to the beneficiaries of the Chaiduar Block Developement area under Pradhan Mantri Toilet Yojana.
2900 nos. to Pub Chaiduar Unayan Khanda and in total 5388 nos. such poverty driven people.

IRRIGATION DEPARTMENT

Plan has been taken for water supply in expense of 414 crores to 8830 hectare cultivating land of Gohpur constituency and accordingly the scheme of Buroi Irrigation Project prepared by chief engineer had been sent to the central govt. for approval.
Prepared water supply scheme in 34 nos. Panchayat of Gohpur constituency under the scheme of PMKSY by means of semi-deep tube well to the cultivating land.

DEPARTMENT OF HANDICRAFT AND TEXTILE

Under the scheme of NERTPS and under its constitutional areas; 45 nos. women have been donated each one of 85 thousand rupees aiming to empower them in the financial side of handicraft and textile.
Planning has been taken for the scheme of plantation of “Som” and “Keseru” saplings jointly with the Panchayat and Village development department of Malipur(VGR) and Bodigaon(VGR).

ELECTRICITY DEPARTMENT

Intending to connect electricity to backward villages and under the scheme of Dindayal Upadhaya Gramya Jyoti Yojona ; new electricity connection has been adopted for 74 nos. villages under Pub-Chaiduar development Circle. Likewise, new electricity connection has been undertaken to 71 villages under the Chaiduar development circle. Again. Installation of two transformers of the capacity 5 MVA at Dafalagor has been done under Kekurijan panchayat of Gohpur constituency. As a result, Brahamajan, dophalagor, Nirmala and Buroi Bagan areas are greatly benefitted.

TRANSPORT DEPARTMENT

Service of two Air-Conditioned Bus has been started under Assam State Transport Corporation from the eastern most Hawajan of Gohpur constituency to via Nagaon to Guwahati.
Scheme has been prepared for reconstruction of bus stands of the transport corporation under Gohpur constitution. 14.

WATER RESOURCE DEVELOPEMENT

The river Solengi of the east Gohpur constituency has been ruining badly the inhabitants of the either sides from many years. Therefore, construction of embankment and channel cutting is near to completion in expense of 5 cores 82 lacs. The amount has been sanctioned by SDRF and thus this necessary measure has been taken to solve the burning issue.

FOOD AND CIVIL SERVICE DEPARTMENT

In total 2100 beneficiaries who were illegally registered in the family Identity card of BPL during the earlier Govt. have been identified and likewise curtailed their names giving opportunity to real beneficiaries.

FISHERY DEPARTMENT

Under the Blue Revolution Scheme; donated each Rs. 56,000.00 to 11 nos. beneficiaries so that they could be financially empowered by rearing fishes.
Under the head of State Planning; donated each Rs. 78,400.00 to 3nos. fishermen belonging to general category and 2 nos. belonging to scheduled caste so that they could be financially empowered by rearing fishes.

PANCHAYAT AND RURAL DEVELOPEMENT DEPARTMENT

In total 1165 nos. of house have been sanctioned during the year 2016-17 through the Pradan Mantri Awas Yojana (PMAY) at two parts of Pub Chaiduar Development Circle under Gohpur constituency. The Development Circle credited in disbursing of Rs. 98.49 lacs during this year. On the other hand, 38 nos. widows have been aided under National Planning Scheme. Moreover, in total 239 nos. old men and women have been provided old pension.
Selected 431 nos. beneficiaries for the houses of PMAY during the year 2016-17 in Chaiduar Development Circle. Likewise, accomplished different developmental works under schemes of Rs. 3,0 932000.00 cores during this year 2016-17. Under National Planning Scheme; 32 nos. widows have been aided. Moreover, 242 nos. old men and women given old pension.

AGRICULTURE DEPARTMENT

Various seasonal seeds such as rice, potato, mustard oil, peas, sesame, nut, chilly, wheat etc. has been practiced to distribute 10,557 nos. farmers for 25.163 hectare cultivating land. Moreover, soil sampling of such areas as Kalabari, Gohpur, Gahigaon etc. has been sent to the higher authority to identify for suitable cultivating land. Again, distributed SOIL HEALTH CARD to 222 nos. farmers belonging to Kalabari, Gohpur and Ghahigaon. Moreover, Kishan Credit Card (KCC) of Rs. 5 lacs 46 thousands has been distributed throughout the branches of bank like Gramin Vikash , Alahbad, and UBI of Gohpur branch and SBI of Balijan branch.

DEPARTMENT Of SPORTS

Sport is an indispensible part of career development along with education. Under the aegis of Sonitpur District Sport Department; distributed Volley Ball nets, Footballs, Cricket bat-balls to 100 nos. Youth Clubs aiming a shining progress of the student community of the Gohpur constituency in the field of sport.
Earth filled in expense of Rs. 3 lacs from the MLA Fund at Gohpur Stadium located at Gohpur town and which has been run by Gohpur Sport Association.

SOCIAL WELFARE DEPARTMENT

Shifted 3 Anganabadi Centres respectively Mahendrapur, Chandamari and Tokoubari to Modal Anganabadi centres.
Adopted special measure for proper and planned distribution of child food provided by govt. for the little children of the constituency.

ARCHAEOLOGICAL DEPARTMENT

A huge amount of financial aid has been provided through the archaeological department of govt. to the “Satras” located at Gohpur constituency and they are respectively Shri Shri Kamdewal Satra (South Kalabari), Shri Shri Jaranial Satra( Pub- Barangabari); Shri Shri Alengibari Modarguri Satra (Gopalpur) ; Shri Shri Madhab Atta Satra (Kathalinibari) Diparapukhuri; Shri Shri Kawaimari satra (Bilatiya).

AIDS TO FLOOD AFFECTED PEPOLE

Given aids to the flood devastated people of the destructive flood of 2016 that swept over Gohpur constituency. Distributed 1604 qutl. rice, 299 quintal musur dal, 12 qntl. Sira, 2 qntl. Gur, and 1050 animal food besides our physical visit and company with the affected people. Moreover, free medicines were also distributed among them.

TREE PLANTATION PROGRAMME

Survival of beings depends on tree. Unfortunately, during the periods of the past governments the forest areas of our state have been destroyed in a large scale. Consequently, change of weather and increasing warm has been discernable and felt everywhere in our state. The present govt. coming into power in the state has accomplished Tree Plantation Programme across the state throughout the ANREGA scheme and under Panchayat and Village Development Department. Likewise, we have endeavoured the same effort at each panchayat area of our constituency. However, especial care has been taken for protecting the planted trees without being harmed from stray animals.

TRIBUTES TO THE DEPARTED SOULS

The duty of a public representative is to be stand always with the wells and woes of the public and sharing their feelings with us at every moment. We have lost forever some of our social –workers, senior party members during the passing days. We pay our deep tribute to them as well as our deep regret to the family members of the departed souls.

APPOINTMENT

We have appointed 7 nos. nurses and 1 no. laboratory technician on the merit basis during our 1 year term.

A FEW IMPORTANT PROGRAMMES OF THE YEAR

Kanaklata Baruah –one of the most noteworthy freedom fighters who was shot dead along with another freedom fighter Mukunda Kakati while leading a procession bearing the National Flag during the Quit India Movement of 1942. We respectfully remind their great sacrifices and offer our deepest tribute to the heroic figures along with those freedom fighters of the constituency who participated in the freedom fight. The “Martyr Day” has been observed on 2oth September at Ghahigaon at presence of Central Minister.
“Jyoti Chitraban” is the making place of the first Assamese film “Joymati”. There were many governments in power after independence but no one had paid any attention on the deteriorated condition of the studio. We observed “Silpi Divas” stately on 17th January, 2016 at Bholaguri. Hon’ble Chief Minister Srijut Sarbananda Sonwal graced the programme and donated 20 lacs at first phase for the preservation and reconstruction of the “Jyoti Chitraban”.
The biggest and largest 86th central annual conference of Shree Manta Sankaradev Sangha was held successfully at Gopalpur-Salengi Ramananda Samanay Khetra during our one year term. I have been blessed being executive president of the reception committee as well as accomplished all my essential deeds.
International Veda Conference was successfully held at Gomiri during our one year term.

SOIL CONSERVATION DEPARTMENT

“Krishibandh” for cultivation has been constructed at 4 no. ward of the area of Lohit Mukh Gaon panchayat.
Ditch has been dug at the premise of Kalabari Mahavidiyala For soil conservation.
Measure has been taken for proper utilization of barren land, damp land and marshy land by this department.

POLITICAL SUCCESS IN THE YEAR

Hemanta Deuri- the candidate of Gohpur constituency won in the Deuri Election of the Autonomous Council during the first term of our Govt.
Bharatiya Janata Party candidates won in a walkover because of the uncontested election of four cooperative societies respectively Gohpur , Lohitmukh, and Brahmajan.

A SIGNIFICANT GREEN SIGNAL OF THE YEAR

The proposed bridge over the river Brahmaputra joining Numaligarh and Gohpur has received green signal from the Government.

STEPS AGAINST CORRUPTION

The Gohpur constituency had been shadowed by layers of corruption during the last 15years before my assuming the role of MLA. As a result, development in the constituency has been seen sluggish everywhere. The public money has been looted openly owing to large scale of corruption. Hon’ble Chief Minister of Assam has already geared up stern measure against corruption. In the government offices “No Bribe” principle has been suggested to follow. We have been also endeavouring to uproot corruption in our constitution from all quarters. In this connection, we wish all kinds of cooperation from the public, officials, reporters, intellectuals and local organizations.
